Leave sub-object level of Edit Mesh. Add a "Reactor Cloth" modifier to it. Go to "Vertex" Sub-Object level of Reactor Cloth modifier. Select the vertices of the topmost row. Now go to the "Constraint" rollout of Reactor Cloth modifier. Click "Fix Vertices". Leave the sub-object level of Reactor modifier.

Now create a Sphere (basketball) with a radius of 8. It should be located above the first Sphere (basket) so that it falls down toward the basket.
