Select the Pool Water object and assign Water material to it.
Then in the Material Editor, select the 2nd sample slot and name it Walls_Bottom. Choose a Tiles map (you can find one in your 3dsmax root directory > Maps > Concrete which is named Tiles.jpg) as the Diffuse Map. Then assign this material to both the Pool Wall and Pool Bottom objects. Assign a *Map Scalar (World Space Modifier) modifier with Scale Value = 50 to both these objects.
Add 3/4 Cylinder standard primitives with adjusted (different) values for Radius/Height at the narrow side of the pool so that they look like stair. Use Sides value = 30 for all the cylinders if you want them to be smooth. Apply the Walls_Bottom material and *Map Scalar modifier to these Cylinders too. Render.
